Dubai has adopted a unified Workforce Productivity Measurement System across 32 government entities. Developed by the Dubai Government Human Resources Department, the system uses machine learning, advanced AI and data analytics to provide more accurate insights into workforce performance and resource utilisation.
The system was developed over five years, beginning with a pilot programme in 2020. During this period, millions of data points were analysed to build a unified approach to measuring productivity across government entities.
The system was formally adopted as a government-wide framework under Executive Council Resolution No. (67) of 2025. Its implementation has since expanded to 32 government entities.
Rather than looking at workforce performance in isolation, the system connects human resources and financial resources with government outputs and services. This gives entities a clearer picture of how resources are being used and where improvements can be made.
The platform also provides analytical tools that allow government entities to regularly monitor productivity indicators and identify trends. These insights can support planning, resource allocation and policy development.
The system has created an integrated knowledge base based on millions of data points, helping establish a consistent government-wide methodology for productivity measurement.
Its AI and machine learning capabilities are designed to provide more detailed analysis and support faster, more informed decision-making. Government entities can use these insights to assess performance, improve efficiency and make better use of available resources.
The initiative is part of Dubai’s broader move towards a more data-driven government, where technology plays a greater role in improving public-sector operations and services.
