Dubai Establishes the World’s First Human–AI Content Classification Framework

Dubai has long been synonymous with visionary leadership and innovation. From pioneering smart city infrastructure to spearheading global sustainability initiatives, the emirate continues to establish itself as a global benchmark for future-driven governance.

Now in a bold step towards responsible technology integration, Dubai has become the first city in the world to launch a comprehensive classification system that clearly distinguishes between human- and machine-generated content.

Approved by Sheikh Hamdan, the new icon system is designed for use across a wide range of sectors, industries, and content types. It brings clarity to how research, writing, and creative work are produced by clearly identifying the role of both humans and intelligent machines.

Whether applied to scientific studies, academic publications, design, or translation, the framework establishes a unified standard for disclosing the level of AI involvement promoting transparency and trust in the digital age.

Five Core Icons for a New Era of Content Integrity

Central to this global framework are five core icons that categorise content according to the degree of collaboration between human input and machine involvement.

  • All Human: Content created entirely by a human, with no AI involvement.

  • Human Led: Human-produced content reviewed or refined by machine tools.

  • Machine Assisted: Collaborative effort between humans and machines during content creation.

  • Machine Led: Machine took the lead, with humans overseeing quality control.

  • All Machine: Entirely machine-generated content, without human input.

This structured approach enables creators, researchers, and institutions to clearly and accurately convey the source and method behind content creation, ensuring both precision and integrity.

Nine Functional Sub-Classifications

Alongside the five primary icons, the system incorporates nine detailed sub-classifications that identify the specific stages in which artificial intelligence played a role. These include:

  • Ideation

  • Literature Review

  • Data Collection

  • Data Analysis

  • Data Interpretation

  • Writing

  • Translation

  • Visuals

  • Design

Looking Ahead

The introduction of the Human–Machine Collaboration Icons represents a significant advancement in Dubai’s pursuit of transparent and accountable technological development. As artificial intelligence becomes increasingly central to the creation of knowledge and content, this framework reinforces Dubai’s role as a global leader in setting ethical standards for innovation.

By providing clarity around the role of AI across sectors, the system fosters the trust that underpins sustainable investment and long-term growth. Through this initiative, Dubai asserts its position at the forefront of shaping the digital future.
