Dubai aims to be the world’s most liveable city by 2033

For Dubai, ambition is part of its identity. The city has announced a new plan to become the world’s most liveable city by 2033. Approved by Sheikh Hamdan, the plan supports the vision of Sheikh Mohammed bin Rashid Al Maktoum and forms part of Dubai Plan 2033. 

The strategy focuses on improving quality of life through projects in greenery, education, aviation, healthcare, sports, and finance.

A greener urban landscape

Dubai will launch over 800 green projects under the Public Parks and Greenery Strategy. This includes 310 new parks, upgrades to 322 existing ones, and 120 new open spaces. All irrigation will use 100% recycled water. 

By 2040, green areas will expand to 187 square kilometres, equal to 11 square metres per person. The plan ensures that 80% of residents will live within a five-minute walk of a local park, making nature part of daily life in the city.

Expanding the aviation sector

The Aviation Talent 33 initiative is designed to reinforce Dubai’s status as a leading global aviation centre. It will generate 15,000 new employment opportunities, offer 4,000 training and professional development programmes, and establish 30 strategic partnerships with international aviation firms.

With Al Maktoum International Airport set to become one of the largest airports worldwide, this initiative strengthens Dubai’s ambition to double its economy, attract AED 650 billion in new investment, and add 65,000 Emiratis to the private sector workforce.

Education for the future

Education remains central to Dubai’s growth. The newly approved Policy to Expand and Promote Affordable High-Quality Schools will attract 60 new schools by 2033, adding 120,000 student seats. 

Through incentives such as reduced land leasing costs and lower government fees, the initiative seeks to make quality education accessible to all, aligning with the Dubai Education Strategy 2033.

Health and wellbeing first

Preventive healthcare takes a front seat under the Early Detection Healthcare Services Project. Designed to improve healthy life expectancy and reduce chronic illnesses, the initiative targets a 40% increase in early colon cancer detection and a 50% rise in vaccination services. 

Waiting times for appointments will be reduced to seven days or less, with the city aiming for a 90% patient satisfaction rate.

Developing a global sports hub

The Sports Sector Strategic Plan 2033 outlines 19 programmes and 75 initiatives covering 17 sports. It aims to promote community participation, support athletes, and attract international sporting events. This approach positions Dubai as a global centre for sports investment and development.

Strengthening financial resilience

A new Financial Restructuring and Insolvency Court will provide a specialised framework for managing bankruptcy and restructuring cases. The goal is to protect creditors’ rights, support fair reorganisation, and enhance investor confidence.

For Dubai, this plan goes beyond urban development; it represents a clear vision for the future. A city driven by ambition is now advancing towards a future defined by balance, wellbeing, and resilience creating an environment not only for living but for thriving.
