Dubai ranks No.1 globally for Greenfield FDI projects

Every economy has moments that define its global standing. For Dubai, the first half of 2025 stands out as one such defining phase. In just six months, the emirate not only secured $11 FDI but also claimed the number one spot worldwide for Greenfield projects and headquarters investments.

Reports show that between January and June 2025, Dubai attracted 643 Greenfield projects, almost five hundred more than the second-ranked city. This marks not only a new record for Dubai but also the highest figure ever recorded for any city since global tracking began in 2003. It also represents the eighth consecutive reporting period, dating back to 2021, in which Dubai has sustained its global leadership in this field.

Sheikh Hamdan, described the achievement as proof of Dubai’s futuristic vision and its ability to attract global confidence. He emphasized that the emirate is committed to creating opportunities across new technologies and sustainable sectors, fully aligned with the Dubai Economic Agenda D33, which aims to double the size of the economy by 2033.

FDI inflows rose 62% to AED 40.4 billion ($11 billion), with announced projects up 29% to 1,090. Jobs created grew 47%, reaching over 38,000 compared to 26,000 last year. Dubai also ranked second globally for Greenfield FDI capital and third for jobs created.

Dubai ranked first worldwide across several sectors, including ICT, electronics, professional services, life sciences, consumer goods, and environmental technology. It also took the lead in emerging fields like AIand FinTech, highlighting its drive to remain at the forefront of future industries.

Investor confidence has been equally strong across source countries. The USA accounted for 35% of total inflows, followed by the UK, France, India, and Saudi Arabia. Together, these five nations made up nearly 70% of the total.

The road ahead

What emerges from these numbers and statements is a picture of a city that has built a strong foundation of trust among investors. By combining its traditional strengths in services and trade with new opportunities in technology, Dubai has positioned itself not just as a regional leader but as one of the world’s most dynamic urban economies.

For investors around the world, the message is clear: Dubai has become a global example of growth and innovation. With the D33 economic plan and strong international trust, the city is attracting money, talent, and opportunities in both traditional and new industries.
