Eltizam has been introduced under the framework of Dubai Law No. 19 of 2024, which outlines the provisions for judicial officer status in the emirate. Through this initiative, authorised officials are empowered with the capability to record violations in real time by taking photographs, automatically logging locations, adding relevant notes, and submitting reports on the spot.
Targeting Key Cleanliness Offences
In its first phase, the application addresses eight defined violations that affect both the environment and the visual character of the city.
- Spitting in public areas
- Improper disposal of chewing gum
- Littering
- Dumping waste into the sea or on beaches
- Draining vehicle wash water in undesignated locations
- Lighting fires or barbecuing in unauthorised spaces
- Posting materials that deface public property
- Failing to remove animal waste
