This initiative allows Emiratis to offer legal consultancy services independently, without requiring a physical office. The flexible licensing model aims to promote entrepreneurship and work-life balance while expanding access to legal expertise.
Initially, the project will cover real estate and personal status law, creating new opportunities for Emirati professionals, including academics and retirees. To qualify, applicants must have at least two years of legal experience, pass an assessment, and complete a specialized training program. The one-year pilot phase will be overseen by the Legal Affairs Department of the Government, ensuring that the initiative aligns with the highest professional standards.
Strengthening Arabic Education and Cultural Identity
Another significant initiative approved by the Executive Council is the enhancement of Arabic language and Islamic studies within private schools. This policy supports the Dubai Education Strategy 2033, which aims to position Dubai among the top ten cities globally for education quality. By refining curricula and modernizing teaching tools, the initiative seeks to strengthen students’ cultural and national identity.
The policy introduces key measures such as:
- The Dubai Protocol for Curriculum Enhancement
- The Emirati Teacher Recruitment and Training Programme
- A school–parent partnership program to foster collaboration in curriculum development
By increasing the number of Emirati teachers in Arabic language and Islamic studies, the policy ensures a well-rounded educational framework that nurtures students’ intellectual and cultural growth. The Knowledge and Human Development Authority (KHDA) will oversee implementation, working closely with private schools across the Emirate.
